[PATCH] HTML5 and EPUB export with LaTeXML

Dear all,

I finally found a workaround for
https://github.com/brucemiller/LaTeXML/issues/487: disable babel in
Tools → Preferences → Languages Settings → Language Package. I've added
instructions on the LaTeXML wiki to add HTML5 and EPUB export in LyX:

I also attach a patch for the LyX development version to make these
converters available when LaTeXML is installed. Please review and tell
me what you think.

I've refreshed the patch and removed the EPUB viewer "detection". Can
you commit this?
